What Is the Validity of FMTTI Certification? The Full Category-Wise Table

Most farm-machinery testing questions focus on getting the test report in the first place. Fewer ask what happens after — and the answer matters, because an FMTTI test report has a shelf life, and the Ministry has published exactly what that shelf life is, by category.
The Office Memorandum that fixed validity periods
Before 2018, there was no fixed validity period for FMTTI test reports at all. The Ministry's Additional Commissioner (Machinery) told a Technical Committee meeting on 10 August 2018 — chaired by Dr. K. Alagusundaram, then DDG (Engineering) at ICAR — that this created a real problem: a manufacturer could keep relying on an old test report indefinitely, even if the machine's specification or performance had since changed, because nothing forced a retest.
The Committee's recommendation was approved and formalised in Office Memorandum No. 13-24/2018-M&T(I&P), dated 19 September 2018, issued by the Additional Commissioner (Machinery). It fixed the following category-wise validity periods, effective from the date of issue.

Where power tillers, weeders, reapers, and sprayers each sit
Power tillers get one of the shortest initial validity windows on the whole table — 3 years — the same as tractors, likely because both categories see frequent minor model revisions. Battery sprayer testing sits in the 5-years-ICT bracket, alongside manually operated plant protection equipment and general self-propelled machinery.
Power reapers aren't a named row on their own. A tractor- or power-tiller-operated reaper falls under "harvesting machinery" within the Tractor/Power Tiller operated machinery category — 7 years ICT, 5 years batch. Power weeders similarly aren't named individually: a self-propelled weeder would typically sit under "self-propelled machinery" (5 years ICT), while a tractor/tiller-operated weeder would fall under "inter-culture machinery" (7 years ICT) instead.
How validity is actually stated on the report
The 2018 Office Memorandum requires the validity to be printed boldly on the test report's cover page, and again inside the report, in the exact form: "THIS TEST REPORT VALID UPTO: day/month/year." If you're reviewing a test report — your own or a supplier's — and this statement isn't clearly present, that's worth raising directly with the issuing centre before treating the report as current.
What happens at expiry
If a machine model is still in production, unchanged, when its test report expires, the manufacturer has to submit it for retesting. That's the entire point of the rule: to stop a test report from certifying a machine that may no longer match what was actually tested. The Ministry did build in a one-time transitional grace period back in 2018 — one year, for reports that had already expired or were about to — but that was specific to the 2018 rollout, not a standing feature you should assume applies today.

Confirm the exact classification for your specific model with the testing centre, since the category a machine is filed under determines which validity period applies.
- If the machine model is still being manufactured without a change in specification or performance, the manufacturer has to submit it for retesting. The Technical Committee's stated reason for fixing validity periods in the first place was exactly this: to make sure a test report couldn't be used indefinitely to certify a machine that may have changed since it was last actually tested.
